The reason this lane exists is price: a fragrance that is easy to find in a Spanish perfumery is often far more expensive, or simply absent, on the Mexican shelf.
What makes it work is doing the regulated part at origin. The classification, the repacking and the labelling all happen in Spain, before departure, which is the only point where a problem is still cheap to fix.
Import taxes are a separate question and they are settled on arrival, by the recipient.

It is not a bureaucratic label: a perfume is alcohol in a bottle, and alcohol burns. That is why international rules classify it as Class 3, flammable liquid, alongside colognes, nail polish and solvents.
Two things decide whether your shipment is regulated: the flash point of the liquid and how much of it you send. One 50 ml bottle and a box of twenty are not the same shipment to an air carrier.
The practical consequence arrives sooner than people expect. International postal mail does not accept dangerous goods except in very limited cases, so perfume is usually ruled out from the start. Aerosols and pressurised sprays travel under a different heading, Class 2, and are accepted even more narrowly.

Which of the four applies to you depends on the product, the quantity, the destination and the operator. That is why you will not find the sentence “yes, your perfume flies” on this page: it would be a lie until somebody looks at your case.
