Those documents are what your architect, your customs broker and your local approval process will all want to see, and they cost nothing to request while the order is still open.

Mexico separates the courier world from the commercial one sharply. Simplified courier clearance exists for low-value, occasional shipments; a business importing for resale files a formal import (pedimento) through a licensed customs agent and must be registered on the Padrón de Importadores, with sector-specific registers for some categories. Registration is the gate: get it done before the first pallet moves, because it is not something that can be arranged while goods sit in a bonded warehouse.
On the numbers, IVA is 16% on the customs value plus duty and is normally creditable for a registered company, which means the real cost question is duty, not tax.
That is where the EU–Mexico agreement matters: goods of genuine EU origin can qualify for preferential tariff treatment when the supplier issues the origin declaration, so the same European invoice can land at a materially different duty depending on a paragraph of text.

Four facts decide whether a materials order works, and we would rather you know them before the pallet is built. First, conformity: CE marking under the EU Construction Products Regulation is a European regime.
What you may install or resell is decided by your local rules — the ICC/ASTM ecosystem in the United States, NOM in Mexico, ABNT and INMETRO in Brazil, the NCC and WaterMark scheme for anything wet in Australia. The European DoP is excellent supporting evidence, but local approval is your side of the line and worth confirming before you commit volume.
Second, batches: ceramic tile and decorative panels vary by production lot in shade and calibre. Order the full quantity from one lot, add roughly ten percent overage for cuts and breakage, and never plan to 'top up later' from a different batch. Third, dangerous goods: solvent-based adhesives, sealants, aerosols and some coatings are restricted or forbidden in air freight.
Tell us what is in the order before you buy — a pallet that has to switch from air to another mode is a conversation to have early.
Fourth, packaging and handling: wood packaging for international freight must be ISPM-15 heat-treated, stone and large-format tile need edge protection or crating, and anything electrical (lighting, powered fixtures) is built for 230 V / 50 Hz — a real constraint in 110–127 V markets.

For commercial imports for resale, yes, and some categories additionally require a sector-specific register. It is the first thing to sort out because it gates everything else. We can start receiving and consolidating your European purchases while that is in progress — goods can sit in our warehouse — but the import itself cannot be filed until you are registered.
