Import construction and building materials
from Europe to the UAE
European factories set the reference in ceramic tile, HPL and compact laminate, technical fixings and architectural finishes — and much of that catalogue is sold online at home-market prices that rarely survive an export middleman's margin. In the UAE the low-value courier allowance does not extend to commercial imports under a trade licence: a commercial consignment pays 5% duty and 5% VAT on CIF from the first dirham, and VAT-registered businesses recover the VAT.

Buying building materials in Europe is easy. Getting it to the UAE is the part that breaks.
Suppliers sell ex-works, not export
Plenty of European material suppliers run excellent online shops for domestic delivery and simply have no export desk for a one-pallet order. The price list is right there; the logistics to your country is the part nobody offers.
Weight decides the whole economics
Tile, panels and fixings are dense. Shipped as loose parcels the freight eats the saving; consolidated onto a pallet with the paperwork done once, the same order starts making commercial sense. Format, not brand, is the real decision.
Your trade licence changes the rules, not just the paperwork
Importing personally and importing under a trade licence are different regimes. The low-value courier allowance belongs to the first. Under a trade licence a commercial shipment is declared and assessed from the first dirham, which is fine once you plan for it and expensive when you do not.

Where building materials actually live in Europe
Spain and Italy own the ceramic shelf. The Castellón cluster in Spain and the Sassuolo district in Italy concentrate the tile factories the rest of the world specifies from, and their home markets are where the full ranges, trims and current-year series actually sit.
Spain is also a strong buy for HPL and compact laminate through specialist distributors — the format our own published case study moved at commercial scale — alongside sanitaryware and architectural hardware. Germany is the reference for technical product: fixings and fastening systems, sealants and tapes, profiles, and the engineered building products that come with proper documentation.
The Netherlands and Belgium matter as distribution hubs where panel stock physically sits, and the Czech Republic sells the same EU-standard product a notch cheaper than Western Europe.
What makes European material attractive to a business is not only price — it is that the product travels with its papers. Construction products sold in the EU under the Construction Products Regulation carry CE marking with a Declaration of Performance (DoP): a standardised sheet stating exactly what the product was tested to. Ask every supplier for the DoP and the technical data sheet at purchase time.
Those documents are what your architect, your customs broker and your local approval process will all want to see, and they cost nothing to request while the order is still open.
- Spain: Castellón ceramic cluster, HPL and compact laminate distributors, sanitaryware and hardware
- Italy: Sassuolo porcelain and stone, designer taps, lighting and architectural finishes
- Germany: fixings and fastening systems, sealants, profiles and documented technical products
- Netherlands / Belgium: panel and board distribution hubs with real warehouse stock
- Czech Republic: EU-standard materials priced below Western Europe for the same specification
- Always request the CE Declaration of Performance (DoP) and data sheet with the order — free while the order is open

Importing into the UAE as a company: 5% + 5%, Mirsal declarations and free zones
The UAE is administratively straightforward and the numbers are stable: 5% customs duty on CIF value and 5% VAT calculated on CIF plus duty, declared through the customs system — Mirsal 2 in Dubai. The catch that surprises new importers is that the low-value courier allowance people quote does not carry over to commercial imports under a trade licence.
A commercial consignment is assessed from the first dirham, so the planning question is never 'can I stay under the threshold' but 'what is my landed cost and can I recover the VAT'.
Usually you can: VAT-registered businesses pay import VAT at clearance and recover it in the next return, and under the reverse-charge mechanism for qualifying imports the VAT is accounted for on the return without being paid at the border, which is a genuine cash-flow advantage worth setting up before the first shipment.
Free zones add another dimension: goods can be held under duty suspension and duty becomes payable when they enter the mainland, which matters if you are re-exporting into the wider Gulf rather than selling locally. Tell us which model you are running and we will document shipments to match it.
- 5% customs duty on CIF plus 5% VAT on CIF plus duty
- The low-value courier allowance does not apply to commercial imports under a trade licence
- Commercial consignments are declared through the customs system (Mirsal 2 in Dubai)
- VAT-registered businesses recover import VAT; reverse charge can avoid paying it at the border
- Free zones allow duty suspension until goods enter the mainland — relevant for re-export models
| Component | Rate | Base |
|---|---|---|
| Customs duty | 5% | CIF value |
| VAT | 5% | CIF plus duty |
| Free zone entry | Suspended | Duty due on entry to the mainland |

Before you order: codes, batches and what can't fly
Four facts decide whether a materials order works, and we would rather you know them before the pallet is built. First, conformity: CE marking under the EU Construction Products Regulation is a European regime.
What you may install or resell is decided by your local rules — the ICC/ASTM ecosystem in the United States, NOM in Mexico, ABNT and INMETRO in Brazil, the NCC and WaterMark scheme for anything wet in Australia. The European DoP is excellent supporting evidence, but local approval is your side of the line and worth confirming before you commit volume.
Second, batches: ceramic tile and decorative panels vary by production lot in shade and calibre. Order the full quantity from one lot, add roughly ten percent overage for cuts and breakage, and never plan to 'top up later' from a different batch. Third, dangerous goods: solvent-based adhesives, sealants, aerosols and some coatings are restricted or forbidden in air freight.
Tell us what is in the order before you buy — a pallet that has to switch from air to another mode is a conversation to have early.
Fourth, packaging and handling: wood packaging for international freight must be ISPM-15 heat-treated, stone and large-format tile need edge protection or crating, and anything electrical (lighting, powered fixtures) is built for 230 V / 50 Hz — a real constraint in 110–127 V markets.
- CE under the CPR is European conformity — local install/resale may need ICC/ASTM (US), NOM (MX), ABNT/INMETRO (BR) or NCC/WaterMark (AU) evidence
- Ceramics vary by lot: buy the full quantity from one batch and add ~10% overage — topping up later rarely matches
- Solvent adhesives, sealants, aerosols and some coatings are dangerous goods in air freight — tell us before you order
- Wood packaging must be ISPM-15 heat-treated; stone and large-format tile want crating and edge protection
- Electrical fixtures are 230 V / 50 Hz — plan transformers or local drivers in 110–127 V markets
- Dense product rewards consolidation: several suppliers onto one pallet is where the freight economics work
General technical and regulatory guidance, reviewed August 2026 — not certification, engineering or customs advice. Dangerous-goods handling depends on the specific product and carrier; building-code requirements depend on your project and jurisdiction. Confirm restricted products with us before ordering and approvals with your local authority before specifying.
What Resendify does for a business, and what it does not
Being precise about the boundary is more useful than a list of promises. We operate receiving warehouses across ten countries — Spain, Italy, France, Germany, the United Kingdom, Türkiye, the Czech Republic, the United States, China and Hong Kong — so your suppliers deliver domestically, which is what most of them are set up to do.
We check goods in, store them while an order builds across several suppliers, repack when the original packaging is not built for an international leg, consolidate into one shipment, and produce the export documentation: commercial invoice, packing list, real weights and dimensions, and the supplier origin documents that decide whether you pay a preferential duty rate or a full one.
What we are not is your customs broker in the destination country, a distributor, or a party to your trade terms. We do not clear goods on your behalf at destination, we do not hold stock we sell you, and we do not negotiate or guarantee terms with brands.
We also do not quote transit times we cannot control, and we do not tell you your goods will clear without charges. The Business plan exists precisely because a recurring importer needs a quote-based setup rather than a consumer membership: tailored workflows for repeat imports, room for packaging and repacking, volume-oriented planning and commercial support on request.
- Receiving warehouses in 10 countries so suppliers deliver domestically
- Check-in, storage while an order builds, and repacking for the international leg
- Consolidation into one shipment with commercial invoice, packing list, weights and dimensions
- We chase supplier origin declarations — the document that decides preferential duty
- We are not your destination customs broker, not a distributor, and not a party to your trade terms
- Business plan is quote-based: tailored workflows for repeat imports, volume-oriented planning

Importing building materials to the UAE: questions companies ask
Single-pallet consolidation is exactly the format we work in. We receive from one or several suppliers at the warehouse, palletize with proper edge protection, prepare the export documentation and quote the international leg by weight, volume and route. Our published HPL case study on this site is precisely that: one pallet, commercial scale, real numbers. Containers and repeat schedules are a conversation for the Business plan — tell us your volumes.
Yes — reception at the warehouse includes checking the delivery against the order and photographing what arrived, and you decide with the evidence in front of you before anything is dispatched. For materials this matters more than in any other category: a cracked corner or a wrong lot number caught at origin is a supplier claim; the same problem discovered at destination is your cost. Repacking and crating are available when the original packaging is not export-grade.
No. That allowance belongs to personal, non-commercial shipments. Once you are importing under a trade licence, a commercial consignment is declared and assessed from the first dirham. Plan for 5% duty and 5% VAT on CIF and focus your effort on VAT recovery and on whether a free-zone model fits your business, which is where the real money is.
It depends on what you do with them. If you are re-exporting into the wider Gulf, a free zone lets you hold stock under duty suspension and pay duty only on what enters the mainland. If you are selling locally, that extra step usually adds handling without adding value. Tell us which model you run and we will prepare documentation to match — the decision itself belongs with your clearing agent and your accountant.
Volume and rhythm change what you need. A consumer account is built around occasional parcels; a business buying every month needs storage that fits a build-up across suppliers, packing decisions made per shipment, documentation that a customs agent can file without chasing you, and a quote rather than a fixed membership. That is what the Business plan is for, and it is priced per case because a pallet of tools every month and a monthly box of collectibles are not the same operation.
No. Clearance at destination is done by you or your customs broker, and that is deliberate: local clearance requires local licensing and local liability. What we do is the European side and the paperwork that makes clearance straightforward — a consolidated shipment, a commercial invoice that matches the goods, a packing list, real weights and dimensions and the supplier's origin documents.
Talk to us about the specific supplier before you plan around it. Some situations are simply a delivery address problem, which your European address solves outright. Others involve trade accounts or territorial agreements that are between you and the brand, and no forwarder can resolve those — we would rather tell you which one you are facing than take the order and find out later.
Still deciding? Start small, with a money-back guarantee.
Plans start at €1.64/month on the annual plan, and every membership includes a 14-day money-back guarantee: if it's not for you, you get your initial payment back.
