HTSUS 9801.00.10 in plain terms
US Customs and Border Protection explains subheading 9801.00.10 on its own page. It covers products of the United States returned after export, with no time limit, and, since the Trade Facilitation and Enforcement Act of 2015, any other products returned within three years of export. The condition in both cases: they were not advanced in value or improved in condition while abroad.
The proof is the importer's job. For shipments over US$2,500, CBP may ask for a declaration from the foreign shipper, a declaration from the importer or owner, and proof of the US export — invoices, bills of lading or the electronic export filing.
The honest caveat is about origin. A return only comes back if it left. Stock shipped from a factory in Asia directly into European fulfilment centres was never exported from the US, and bringing it in is an ordinary import. Other tariff measures can also affect goods by country of origin. Your customs broker is the one to confirm how each shipment enters.

From European returns to one US entry
Your European returns arrive through Amazon.es, Amazon.it, the other Amazon stores, Zalando, eBay or your own shop. Each lands at a local address, is checked in and photographed, and waits for your decision.
Sellable stock often does better going back into a European fulfilment centre than crossing the Atlantic twice. Stock worth recovering at home is consolidated and repacked — optional services, priced per plan — into boxes or a pallet.
On the EU side, small parcels under €1,000 follow simplified export formalities, and a larger consolidated shipment needs a formal export declaration. On the US side, keep the records of the original US export, per SKU: they are the evidence a 9801.00.10 claim is built on.

We give you an address at our warehouse in the country where your customers return, and every parcel that arrives is checked in and photographed. That check covers what you need first: does the content match what you sold, and is there visible damage. An in-depth inspection is available when you want it, as an optional service with its own fee.
The returns then wait for you. Each plan includes free storage days; the official limit is 30 days, after which a daily fee applies, and it can be extended case by case.
When you decide, we consolidate and repack — optional services, priced per plan — and ship them to your warehouse as boxes or a pallet, with the commercial invoice and packing list the business shipment needs. We can also prepare goods to go back into an Amazon fulfilment centre, or destroy them securely.
What we are not: the seller of record, a liquidator, or your customs broker at origin. The refund decision and the conversation with your customer stay in your Seller Central, with our photos as evidence. We do not quote transit times we cannot control, and we do not tell you a return will re-enter your country free of duty.

European returns back to the USA: what brands ask
Under HTSUS 9801.00.10, products of the United States can re-enter free of duty when returned after export, with no time limit, provided they were not advanced in value or improved while abroad. Your broker files the claim, and above US$2,500 CBP may ask for supporting documents.
Since the Trade Facilitation and Enforcement Act of 2015, 9801.00.10 also covers other products returned within three years of being exported from the US, under the same condition of no improvement abroad. Goods that went straight from a factory in Asia to Europe were not exported from the US, so this provision does not apply to them.
We also receive in the United States, in Delaware. Where a consolidated shipment should land depends on your operation; tell us in the form and we plan it with you.
Not for customer returns: with FBA, Amazon takes them back into its own fulfilment centres. You need an address for what Amazon sends out — removal orders of unsellable, aged or excess stock. Amazon's European removal fees are built around European addresses, so a seller whose warehouse is outside Europe needs one here. Merchant-fulfilled (FBM) sellers need both: returns come straight to the seller.

The pieces are the plan, the optional services you use (inspection, consolidation, repacking, extended storage, destruction) and the outbound shipment, which you can price in the calculator on this page. Recurring volume goes on the Business plan, which is quote-based: send the form and a person replies.
It is received anyway. Parcels that arrive without being created in your panel are booked in manually by our team, with a small surcharge. The cheap way is to create the expected return in advance — the tracking number from the marketplace's return request is enough.
