Buying beauty from Primor — including the part that cannot fly

Primor is where Spain buys beauty on price: a very wide catalogue of fragrance, make-up, skincare, haircare and tools, with a reputation built on undercutting the department-store counter. Its delivery reach is Spain and Portugal — no other international destinations — so a Spanish receiving address is the only way to shop it from abroad.

Before you fill a basket, one thing matters more than any discount, and most forwarding sites will not tell you: **fragrance and aerosols are dangerous goods by air.** Perfume is alcohol-based and falls under the same rules as any flammable liquid, and hairsprays, dry shampoos and deodorant sprays are pressurised.

Depending on the exact item, air carriers may refuse it outright, accept it only on a cargo aircraft, or accept it subject to approval — and when it can travel, it goes through a dangerous-goods process: inspection, compliant repacking and relabelling, which adds at least five extra business days and carries its own handling charge, starting from €120 and quoted case by case.

What travels without any of that drama is most of the rest of the shop: make-up, skincare, haircare that is not pressurised, brushes, tools and accessories. The detail that decides your bill in Mexico: origin (2026)

Almost every guide to buying from abroad into Mexico repeats the same three numbers — US$50 free, then 17%, then 19% — and almost none of them mention the condition attached: those bands are for goods **originating in the T-MEC countries**, the United States and Canada. A parcel from Europe is a different case.

Since 15 August 2025, rule 3.7.35 of the Reglas Generales de Comercio Exterior sets the general global rate for the simplified courier procedure at 33.5% on shipments below US$2,500.

That is the rate a parcel meets by default when its goods are not of T-MEC origin — which covers anything bought in Europe, China or Turkey, and also a US purchase of goods made elsewhere, because what the rule looks at is where the goods were made and not where you bought them.

Mexico does have a trade agreement with the European Union — the TLCUEM — and European-origin goods can genuinely qualify for preferential tariff treatment, but that preference lives in a formal import with a valid origin declaration, not in the simplified courier lane. Failing any of the conditions in the rule sends the shipment straight back to 33.5%.

There is also a fixed DTA customs processing fee per shipment, regardless of value.

What we can honestly offer against that is narrow, and worth stating plainly. You declare the contents and values in your customs proforma; our team checks that declaration against what is actually in the box before it ships, which is what keeps a clearance from stalling on a mismatch. Claiming a TLCUEM preference is a formal-import matter for a customs agent, not something a forwarder can arrange for you.

And nobody can quote you the final figure in advance, because the classification and the regime are decided at the border — what we can price exactly is the freight.
