Portuguese customs and VAT on a parcel from the USA (September 2026)
Portugal applies the EU import regime, which changed on 1 July 2026. The €150 customs-duty allowance that low-value parcels used to enjoy was abolished by Regulation (EU) 2026/382 of the Council, of 11 February 2026.

State sales tax, yes — our warehouse is in Delaware, one of five US states that charge none. Portuguese import VAT and duty still apply on arrival.
Portuguese VAT at 23% applies from the first euro. On duty, the €150 allowance was abolished by Regulation (EU) 2026/382: from 1 July 2026 to 1 July 2028 a fixed €3 per article applies in the IOSS and designated-postal lane, with the Common Customs Tariff applying otherwise.
