Brazil Customs & Import Duty on Packages from Europe: 2026 Guide
How does Brazil's Remessa Conforme program work for packages from Europe? This guide covers the $50 USD threshold, the flat 20% import tax, ICMS, and how to estimate your total cost when importing from Spain, France, or Germany.

Brazil has historically had some of the strictest and most complex import rules in the world. In 2023, the Brazilian government introduced the Remessa Conforme (Compliant Shipment) program, which significantly simplified international e-commerce imports. Here's what you need to know in 2026.
The Remessa Conforme Program
Remessa Conforme is the official framework for international consumer purchases imported into Brazil. Companies registered in the program (like Resendify and major carriers) benefit from streamlined customs processing. The key rules for 2026:
Note: ICMS rates vary by state. Most states charge 20% on international purchases under Remessa Conforme. São Paulo and Rio de Janeiro apply 20% ICMS.
Effective Tax Rate for Most EU Purchases
For a typical purchase between USD 50–3,000 — which covers most EU fashion, beauty, LEGO, and electronics orders — the effective tax burden is:
- 20% import duty on declared value
- ~20% ICMS on (declared value + import duty)
- Effective total: approximately 44% on declared value for most goods
This is high by international standards, but Brazilian retail prices on European brands are also typically very high — EU sourcing still makes financial sense for many categories.
Worked Examples — EU to Brazil
Example 1: €250 Zara Spain Order (Clothing)
- Declared value: €250 (~USD 270 / BRL 1,350)
- Above USD 50 threshold: 20% import duty: BRL 270
- ICMS 20% on (BRL 1,350 + BRL 270): BRL 324
- Forwarding from Spain to Brazil: ~BRL 150–200
- Total additional costs: ~BRL 744–794
- Same items at Brazilian fashion retail: typically BRL 2,500–3,500
- Net saving: approximately BRL 1,000–2,000
Example 2: €120 Sephora France Beauty Order
- Declared value: €120 (~USD 130 / BRL 650)
- 20% import duty: BRL 130
- ICMS 20% on (BRL 650 + BRL 130): BRL 156
- Forwarding from France to Brazil: ~BRL 120–160
- Total additional costs: ~BRL 406–446
- Same products in Brazil (if available): typically BRL 900–1,400
- Net saving: approximately BRL 350–800
Example 3: €45 Beauty Order (Under USD 50)
- Declared value: €45 (~USD 48 / BRL 240)
- Under USD 50: No import duty (0%)
- ICMS 20%: BRL 48
- Forwarding: ~BRL 90–120
- Total additional costs: ~BRL 138–168
Receita Federal Inspection
Brazil's Receita Federal (Federal Revenue Service) inspects incoming international packages. Under Remessa Conforme, packages from registered services are processed more efficiently — estimated inspection times are 2–5 business days for standard shipments vs. 2–4 weeks under the old system.
Packages must be correctly declared. Under-declaring the value of goods (known as subfaturamento) is illegal and can result in package seizure, fines, and future scrutiny of your CPF (tax ID).
Which EU Categories Are Best Value for Brazilian Buyers?
- Luxury fashion and leather goods: Savings of 50–150% vs. Brazilian retail (Loewe, Isabel Marant, Sandro, Maje)
- European beauty brands: La Roche-Posay, Vichy, SVR — significantly cheaper than Brazilian pharmacy prices
- Sports brands: Adidas, Nike, Puma — EU prices 30–60% below Brazilian retail
- Tech and electronics: Variable — Brazilian import taxes on electronics are high regardless of origin
